Turkish Foreign Minister Hakan Fidan has described the latest round of Russia-Ukraine talks held in Istanbul as a constructive step forward in efforts to end the ongoing war, underscoring Türkiye’s commitment to mediating peace.

Speaking after the third round of direct negotiations, Fidan announced that both sides had agreed to exchange at least 1,200 prisoners of war and initiate new processes for returning civilians, including children.

“We are pleased to see that the negotiations are becoming more constructive and focused on tangible results,” Fidan said, emphasizing Türkiye’s continuing role as a neutral facilitator.

The delegations also agreed to move forward with discussions on a potential ceasefire and to form joint working groups addressing political, humanitarian, and military issues.

“Each development adds to the foundation of a shared commitment to peace,” Fidan said, urging patience in the process and noting the strong international support for Türkiye’s mediation.

Ukrainian delegation leader Rustem Umerov said Kyiv had proposed a presidential-level summit by late August and expressed gratitude to Türkiye for its role in facilitating dialogue. Ukraine also indicated its readiness for a ceasefire without preconditions.

On the Russian side, Vladimir Medinsky confirmed the prisoner exchange agreement and suggested short-term ceasefires for evacuating wounded personnel and recovering bodies. He added that Russia is reviewing a list of Ukrainian children for repatriation and is open to a fourth round of negotiations.
